A developer of a subdivision would be the deciding factor as to whether there is a “Transfer Fee”. This fee is charged at the time a property is transferred from one party to another. It makes no difference whether it is raw land or lot with a house. The funds are put into an account for the Home Owner’s Association. If one has not been established, the funds will stay in the account until which time that the developer releases the development to the Home Owner’s Association when one has been established. This information can be found in the Covenants and Restrictions for the development. If the Agent is not sure, he/she should put a “?” in the spot.
